The content manager is able to change the links that are in the Help and Store Info sections of the footer.

Editing Help & Store Info Navigation

Navigate to: CMS > Store Experience > choose your store > Footer Content

Edit either the Help Section or Store Info Widget.

Here you are able to edit navigation items.  Enter the Title you want to see, the URL it should link to, and define the Display Order to control the order they display in.

Publish the Store Experience to see the changes on your storefront.
