Navigate to: Stores and Sales > Stores > Manage > Countries

Shipping and Billing are enabled only for Countries that are associated with a store. Use the "Associate Country" button to enable Countries for international shipping and billing. 

Select which countries should be associated with the store and save. Multiple Countries can be associated with a single store.
